Preheat the oven to 350°F.
Brown the ground beef in a skillet and drain the excess grease.
Stir in the onions and garlic, add the salt, and saute for 5 minutes.
Stir in the water, chili powder and cumin.
Add the cilantro, if using, and take the pan off the heat.
Pour ⅓ cup of enchilada sauce into a 9 x 13-inch casserole dish and spread evenly.
Top with 5 corn tortillas, then half of the beef mixture and then ¾ cup enchilada sauce.
Sprinkle with ½ cup of cheese, then repeat these layers finishing with a cheese layer.
Cover with foil and bake for 20 minutes.
Discard the foil and bake for another 10 minutes.
Let the casserole sit for 5 minutes and then slice and serve.
