Cook the beef in a skillet and add ¾ cup of water, the seasonings and finally the flour.
Cook for 2 minutes and then take it off the heat. Stir in the cheese.
Preheat the oven to 350°F.
Now make the sauce. Heat the oil in a pot and add the flour, whisking so it doesn’t get lumpy.
Add the seasonings and then the water and whisk until smooth and slightly thickened.
Dip the tortillas in the warm sauce.
Then, fill with the beef mixture and roll up, arranging them in a greased baking dish.
Sprinkle cheese on top
Bake for 10 minutes or until the cheese melts.
